We are working with a European consultancy seeking a number of Experts on a proposal for a programme management support project to the Gaza desalination plant in Palestine. They are seeking the following positions to be included:
Team Leader / Programme Management Expert.
Procurement and Contracting Expert
Design and Construction Management Expert
Project Controls Specialist
The project is expected start later this year. As an example of the types of experts they are seeking, the details for the Team Leader position are shown below.
PROGRAMME MANAGEMENT EXPERT / TEAM LEADER
Qualifications and skills:
Undergraduate degree, from a university or any other nationally or internationally recognised higher education establishment, in Civil Engineering; however, degrees in Construction Management, Project Management and Programme Management would be considered;
Excellent command of the English language, both spoken and written. Good communication skills in English is a must, including ability to draft/edit a variety of written reports, studies and other documents, and to make presentations and articulate ideas in a clear and concise style.
Conversational in Arabic would be considered an asset.
Project Management Professional or equivalent qualification on Project Management, Programme Management or Portfolio Management would be considered an advantage.
Experience with database management/management information systems would be considered an asset;
Facile with all Microsoft programmes as well as one project scheduling software would be considered an asset
General Professional Experience
15 years professional experience in both engineering design and construction supervision for water projects;
Team leadership, within the last 5 years, preferably 10 years.
Specific Professional Experience:
Programme management team leadership experience; with a preference for programmes;
Team leadership of construction supervision overseeing water supply projects over EUR 50M
Experience of projects using FIDIC-based contracting preferably using the Red, Yellow, Golden and / or White Books;
Experience in claims and dispute resolution
Experience with multi-lateral and bi-lateral aid agencies and/or banks, experience working with the European Investment Bank and/or World Bank would be considered an asset.
Experience in conflict / post-conflicts situations/environments would be considered an advantage;
Experience in capacity building of public employees in the water sector would be considered an asset.
Experience in the EU Southern Neighbourhood or the gulf region would be considered an asset.
A brief description of the works includes:
Design, construction and operation of a SWRO desalination plant with a production capacity of 55 MCM.
Design and construction of the necessary power infrastructure to cover the energy needs of the facility:
On-site fossil power plant and a PV plant installed on the roofs of the SWRO building (2 MW power generating capacity);
Off-site PV power plant consisting of an on-ground facility (12.5 MW power generating capacity) and two wind turbines (4 MW power generating capacity)
Associated Works:
Design and construction of a North-South water carrier and its transmission mains including the construction of the
Main Pumping Station, booster stations, storage and blending reservoirs, and reconfiguration of water distribution
systems to transfer the desalinated water and the water imported from Israel to blend groundwater resources to the
final users.
Non-Revenue Water Reduction Programme: This component is to reduce NRW in the existing distribution networks
from 40 to 20 percent by 2035 and to increase revenue collection efficiency from 38 to 80 percent
From a contracting perspective, the components include several lots as follows:
Component 1 (Desalination Plant and Energy Plants):
55 MCM desalination facility, grid connections, on-site fossil power plant and on-site PV plant and O&M Contract for (5 years extendable to 10 Years).
Off-site PV power plant and 2 wind turbines
